I. 🌟 Core Values
Here at Vulkan Roleplay, we have many key values that we expect all prospective and active community members to abide by. We expect all community members to roleplay to the highest possible standard.
We expect all community members to roleplay to the highest possible standard and remain in character while in-game. You must act within the confines of the character you have created. If you wish to switch characters, you must log out of the server and log back in as your new persona.
Respect is the driving force behind how our community interacts. All members must be respectful at all times on our platforms. We have zero tolerance for content that is racist, homophobic, sexist, prejudiced, or disrespectful toward fellow community members.
Empathy, grace, and an understanding of each other’s unique personal experiences should drive communication and decision-making. We expect all members to exercise compassion in their reasoning and interactions.
VulkanRP and its leadership strive to be as transparent as possible. We aim to share information openly while respecting the privacy and sensitivity of individual member situations.
Everyone is welcome at VulkanRP with open arms, provided they abide by the safety rules and regulations established for the protection of our community.
II. 💬 Discord Rules
These directives govern our out-of-city communications platforms. Violations carry immediate platform disciplinary actions.
We strictly adhere to the Discord Terms of Service and Community Guidelines. If you are below the age of 13 you will be banned from the server and reported to Discord, if you are between the age of 13 and 17 you will be banned no questions asked. Violation of these terms is a bannable offense.
Definition: Hate speech is defined as any content that promotes violence, incites hatred, promotes discrimination, or disparages on the basis of race or ethnic origin, religion, disability, age, nationality, veteran status, sexual orientation, gender, or gender identity.
"Jokes" & Slurs: Claiming a statement was "just a joke" or "satire" does not exempt it from this rule. The use of reclaimed slurs by those outside that specific community is strictly prohibited.
Dog Whistles: The use of coded language, symbols, or memes intended to bypass filters while still conveying hateful messages will result in an immediate ban.
Self-advertising of any kind—including Discord links to other servers, personal social media (unless in a designated bio), or "recruiting" for other communities—is PROHIBITED. We have a sponsor (Project Vulkan) and all official partnerships are managed by Vixxy or LeafShadow.
In-Character (IC) disagreements must remain in-game. Do not bring roleplay conflicts into the Discord.
We have a ZERO tolerance policy for direct arguing and OOC drama. If you have a dispute with another member or a staff decision, open a ticket. Do not air grievances in public channels or you will be removed from the conversation.
6.1 Text Flooding: Avoid sending multiple short messages in rapid succession (e.g., one word per line). Avoid visual noise: Do not spam emojis, stickers, or "walls of text" that disrupt conversation flow.
6.2 Excessive Caps: SHOUTING IN ALL CAPS is considered aggressive and difficult to read. Use capitalization sparingly for emphasis only.
Mention Spam: Do not tag individual users or roles repeatedly without a valid reason.
Topic Adherence: Read the channel description/topic before posting. If a conversation shifts away from the channel’s purpose, please move it to the appropriate section.
7.1 Spoilers: Use spoiler tags (text) for sensitive plot points in media-sharing channels or specific lore discussions.
Bot Usage: Keep bot commands (like music or leveling checks) restricted to designated bot channels to prevent cluttering main chat areas.
Discussions regarding real-world politics and religion are strictly prohibited. Discussion of real-world controversial topics, political agendas, or tragic events (past, current, or future) is strictly forbidden. This is a roleplay environment; keep the "real world" out of our OOC channels. Violations will result in an immediate timeout or punishment up to a ban.
9.1 Targeted Behavior: Harassment includes, but is not limited to, stalking, persistent unwanted DMs, "dogpiling," or bringing up past drama to embarrass a member.
9.2 Doxing: Sharing someone’s real-life information (name, address, social media, photos) without their explicit consent is a Tier 1 violation and will be reported to platform trust and safety teams.
No Means No: If a user asks you to stop a certain behavior or leave them alone, you must comply immediately.
10.1 Background Noise: Please use "Push-to-Talk" or adjust your sensitivity if you have significant background noise (fans, typing, family members).
10.2 Soundboard Usage: Soundboards should be used sparingly for comedic effect, not as a replacement for speech or to disrupt ongoing conversations.
10.3 Ear-Rape/Distortion: Intentionally blowing out your mic or using high-gain filters is strictly prohibited.
11.1 Disagreements: It is okay to disagree, but it is not okay to be disagreeable. Attack the argument, not the person.
11.2 Staff Interaction: Staff members are here to keep the community running. Follow their directions the first time they are given. If you feel a staff member is being unfair, use the formal appeal/ticket process rather than arguing in public channels.
11.3 Inclusivity: Be mindful of others' boundaries and use preferred pronouns when requested.
Gore is strictly forbidden. Any NSFW content or "flirty" messages directed at unverified members will result in an immediate ban and a report to Discord Trust & Safety.
To access 18+ areas of the Discord, you must verify your age via a support ticket using official government identification. Verified members will have a green box badge checkmark role. Members okay with NSFW content will receive the "NSFW" self-managed role.
We maintain a zero-tolerance policy for pedophilia, zoophilia, or any predatory behavior. If you have evidence of a member engaging in these activities, please create an immediate high-priority ticket with your evidence.
While we allow profanity, it must not be excessive or used as a tool for harassment. If your entire vocabulary consists of slurs or constant swearing, you will be warned. Repeat offenses lead to a kick or ban.
III. 📖 Must Know Terminology
A breakdown of foundational roleplay terms that govern character behavioral baseline structures within VulkanRP.
Forcing mechanics or unrealistic scenarios onto another player that gives them no viable option to respond or escape, or roleplaying with abilities/assets your character logically does not possess (e.g. "talking while dead" or "breaking handcuffs with bare muscles").
The act of utilizing out-of-character (OOC) information—such as stream chat, Discord callouts, or knowledge gained from an alternate character profile—and applying it directly inside your active In-Character (IC) choices.
An overarching classification for actions that break immersion or defy basic human logic within a realistic environment, such as talking about server menus, disregarding severe injuries, or treating high-stakes scenarios like an arcade game.
Random Deathmatch (RDM): Attacking, shooting, or killing any individual player completely devoid of a logical, interactive, or pre-established roleplay narrative backstory.
Vehicle Deathmatch (VDM): Leveraging a vehicle as a physical battering ram or lethal tool against entities without highly concrete, life-threatening roleplay provocation.
The absolute mandatory baseline requirement to exhibit realistic self-preservation and fear when faced with overwhelming lethal force, explicit hostage capture, or weapons held directly to your person.
Intentionally exiting the game software, forcing an applications crash, or choosing a local medical respawn option specifically to evade a current law custody interaction, a gang conflict, or an active roleplay consequence.
IV. 📜 General Rules
Global community baselines across both Discord and FiveM platforms.
⚠️ IMPORTANT: ALL NEW CITY TOURS ARE FEDERALLY PROTECTED. Interfering with, robbing, or killing a new player during an active tour is strictly prohibited.
As a North American-based server, all members must be able to understand, speak, and type in English. A working microphone is required.
VulkanRP is an all-inclusive community. If you have a disability that hinders your ability to use a microphone, please reach out to a staff member to arrange an alternative method of communication.
You must be respectful to other players and administrators at all times. Your actions in-game should never infringe on another person's capacity to enjoy the game. Do not send angry or offensive OOC messages regarding in-game events. Do not argue with administrators over rulings; open a ticket to handle disputes privately. Trolling players, members, police, or admins is prohibited.
You are encouraged to post videos, pictures, and media from VulkanRP on your personal social media. However, to have your livestreams announced in the Discord or reposted on official VulkanRP accounts, you must apply to be a recognized "VulkanRP Content Creator."
Administrator rulings are final and non-negotiable in the moment. If you believe a ruling was made in error, handle the dispute outside the game by creating a ticket in Discord. Do not direct message (DM) staff members; always follow the chain of command via the ticket system.
Do not lie to a staff member regarding any VulkanRP matters (in-game or Discord). Attempting to mislead staff to gain an advantage (e.g., abusing vehicle teleports or asset refunds) is prohibited. Falsifying videos, screenshots, recordings, or evidence in refund requests or complaints is strictly forbidden.
Registering or using an alternate account to circumvent a ban is prohibited. If caught, your alternate accounts will be banned, and your original ban will be extended.
You are not permitted to use any modification that grants an unfair advantage. This includes, but is not limited to: Mods that alter vehicle handling or performance, external crosshairs, or scripts/plugins. Zero Tolerance: Caught cheating results in an immediate ban.
Recruiting for or advertising other servers within VulkanRP (in-game or Discord) is strictly prohibited. This includes unsolicited DMs to members.
Your specific "Server Profile" bio in the VulkanRP Discord must not advertise other servers. (Your global Discord "About Me" is exempt from this rule).
The use of a VPN is prohibited when joining the Vulkan Roleplay FiveM server. If you have a legitimate circumstance requiring a VPN, please open a tech support ticket for review by Development and Leadership.
V. 🗺️ Server Zones Matrix
A clear architectural layout tracking strict geographical operational rules within city borders.
Definition: Areas where all criminal acts, hostile initiations, kidnappings, thefts, and weapon drawings are strictly prohibited under any circumstances. Seeking shelter in a Green Zone during an active pursuit completely strips away your immunity protection.
Official Locations:

• The IDEA Furniture Store (All interior shopping layout maps)
• All Regional Police Stations (LSPD, SAHP, BCSO, FIB hubs)
• City Hall (Main legislative infrastructure boundaries)
Definition: Semi-protected environments where player interactions focus heavily on commerce or recreation. Petty individual crime or simple target muggings are strictly forbidden here to protect server functions; criminal operations in Gray Zones are restricted strictly to major pre-approved gang wars or organic narrative developments that have been vetted by staff.

VI. 🎮 Server Rules
In-city operational guidelines tracking roleplay mechanics, physical execution boundaries, and law parameters.
RP before OOC. Players must remain in character at all times. Do not break character to resolve disputes. If a rule is broken, roleplay the scenario out first, then open a ticket or report it later. Using /report does not guarantee immediate staff assistance. Using OOC chat to end a scene, or using the "Skybox" (Local OOC) for conversations not pertaining to active RP mechanics, is considered FailRP.
Killing another player without valid roleplay initiation or reasoning is strictly forbidden. RDM: Attacking/killing without interaction. VDM: Using a vehicle as a weapon without RP cause. Note: Accidental vehicle collisions must be roleplayed out with Police and EMS.
Phase 1: Injured (Fetal Position/On Side): You are knocked out but alive. You may speak and use the radio to describe your injuries. You must act injured. Exception: Headshot or instant-kill events require Phase 2 style silence. Use /me to describe injuries.
Phase 2: Dead (On Back / Bled Out): You are clinically dead. NO speaking or interacting. Upon respawning or being treated at the hospital, you must forget the events of the last 15 minutes. You cannot return to the scene of death.
LEO Medical Exception: If a Police Officer provides medical aid to you while you are in Phase 1, you retain your memory of the scene, even if you technically bleed out while under their care. If abandoned, standard memory wipe applies.
Using game mechanics to gain an unfair advantage or force a win is prohibited.
The 10-Minute Rule: You must wait 10 minutes after committing a crime before storing stolen items/money, changing your outfit (unless you have a bag carrying the clothes), or repairing/storing your vehicle.
AI Ambulance: Do not use the AI medic if there are 3 or more SAFR personnel online.
Using external information to influence in-game decisions is banned. This includes information from Discord, Twitch streams, or your other characters.
Offensive RP: Sexual assault (non-consensual touching/rape) and Suicide RP are strictly banned. Combat Logging: Disconnecting or forcing a respawn to avoid a roleplay situation is prohibited. If you crash, attempt to reconnect immediately.
Explicit Conduct: We have zero tolerance for racial slurs, sexual harassment, and homophobic/transphobic remarks. Inappropriate character names are banned.
Character Interactions: Your characters cannot know each other. Transferring assets between characters is strictly forbidden.
You may only take what is in the victim's physical inventory. You cannot force them to withdraw bank funds, transfer cars, or loot their apartments. You may not kill a compliant victim just to rob them.
Healing or applying armor while your life is in immediate danger (e.g., during active gunfire) is prohibited. This is considered Powergaming.
Narrative Driving: High-speed chases, jumps, and aggressive maneuvers are permitted when they serve a clear narrative purpose.
Immersion & Consequence: Continuing to drive a mechanically compromised or totaled vehicle without proper roleplay is FailRP.
Avoid "Arcade" Mindsets: Mountain climbing in supercars is forbidden. Vehicles must fit the terrain context (off-road tracking requires structural lifts/tires).
Traffic Lights: All traffic lights are treated as stop signs (Stop & Go).
Standard Business Operations: Business owners are expected to maintain an active presence, managing normal day-to-day operations and logistics.
Two-Week Inactivity Clause: Any business enterprise that remains inactive for two consecutive weeks (14 days) without an approved Leave of Absence (LOA) ticket will be stripped of ownership. Inactivity includes zero economic output, lack of storefront management, or failure to communicate operational windows.
Communication Protocols: All official business group chats, staff notifications, and internal enterprise logistics must be hosted within the main Vulkan Discord Server unless an explicit technical override is authorized by leadership.
Allowed: Impersonating LEO, SAFR, and DOT personnel.
Prohibited: Impersonating DOJ, Dispatch/Comms, or Staff Members is strictly forbidden.
Stealing player-controlled Police/EMS/Gov vehicles is allowed, but requires more than 1 officer on scene. Stealing Local AI emergency or military vehicles (e.g., jets, tanks) is prohibited.
Hostages: Must be genuine strangers. Using friends or "fake" hostages is prohibited. Hostages cannot be taken from the scene.
Equipment: Robbers must wear a visible bag/backpack to store loot/rifles.
Scene Limits: Robbers Max 5 (or 7 if Gang Members). Police Max +2 over the robber count. SWAT Exception: First 4 SWAT members do not count toward police caps (Max SWAT on scene: 9).
Intentionally provoking police attention without a valid RP reason is prohibited. Upon being revived by EMS, you are in medical custody and must roleplay injuries for at least 10 minutes.
Minimum Officer Thresholds (Calculated at initial capture execution frame):
• Kidnapping/Abducting a Civilian: Requires a minimum of 2 Police Officers currently on duty inside the city.
• Kidnapping/Abducting an Officer (LEO): Requires a minimum of 5 to 6 Police Officers currently on duty inside the city.
Corruption RP Guidelines: Corruption roleplay is fully permitted within the server for whitelisted entities (such as law enforcement and government workers), provided it is executed realistically and driven by logical character development flaws. Abuse of administrative systems or executing unprovoked griefing under the guise of corruption will result in immediate staff intervention.
The 2:1 Rule: Fear RP is mandatory when you are outnumbered by at least double the amount of aggressors (e.g., 2v1, 4v2), provided they have drawn lethal weapons. Running vehicle operators pull away at their own risk. Dropping comms orders must be followed.
Voluntary: Announce your perma via /me to EMS. Forced (Admin): Administration reserves the death penalty right for repeat toxic offenders. Superhero, Hitman, or Vigilante roleplay is banned. No trained snipers exist.
Hitman RP Regulations: All contract-killing or professional hitman roleplay is heavily restricted and controlled. It must be initiated, authorized, and formally logged through an official **RP Support Ticket** with server administration before any operational execution. Unsanctioned contract operations are treated as RDM.
Restarts: No crimes within 10 minutes before/after a restart. Bank Robberies must start 30 minutes prior.
Scene Limits: Civilians Max 5, Gangs Max 7. Torture RP is permitted within reason (no sexual acts). Camping illegal spots to rob players is prohibited. False Flag operations are banned (carries forced perma-death).
Body Cams are restricted to On-Duty LEOs. Civilians must hold phone out or use a dashcam. CCTV retrieval window is 45 mins (Stores) to 1 Hour (PD/Prison).
Civilians cannot possess Police-branded gear. Flashbangs/Gas are restricted to active SWAT. Radio usage while swimming or fully submerged is prohibited. Robberies at Player-Owned Businesses are prohibited unless scenes organically flow into them.
VII. 👑 VIP & Tebex Terms
Official store policies regarding transaction tier updates, non-refundable currency redemption options, and digital rewards.
All purchases completed via the VulkanRP Store are final. Attempting to force a fraudulent chargeback or open an unvetted PayPal dispute without utilizing our administrative billing ticket channel will result in an immediate global ban across all city systems and Tebex-partnered networks.
All VIP packages, customized vehicle assets, and priority queue statuses are locked exclusively to your authorized account linkage. Giving away, trading, or selling VIP-exclusive items or custom-tuned store vehicles to other players for real-world money or in-game cash options is strictly prohibited.
Tokens mapped to financial balance inputs function strictly under server store configuration parameters. Once a token is redeemed for priority options, custom license plate assets, or cosmetics, it cannot be reverted back into physical Tebex points or financial money options. Distribution handles smoothly via Postal Code 585.
VIII. 🏴☠️ Gang RP Rules
Organizational infrastructure laws regulating group operations, warfare, and business ownership caps.
Whitelisted Gangs: Organized group of 6 or more individuals with shared colors, identity, and name. Whitelisting is required.
Un-Whitelisted Groups: Civilian groups exceeding 5 members running organized operations are subject to discipline.
The 5-Man Rule: Civilians committing crimes are capped at 5 members. Rotations can only occur after a Tsunami restart.
Cap: Max 9 active whitelisted gangs in the city.
Membership Minimum: Must maintain 7 active members. Dropping below triggers a 15-day warning before disbandment.
Roster Cap: Max 25 Full Members (with Menu) + 5 Hang-arounds (Total Cap: 30). You may only use ONE character in gang RP. Leadership requires a 60% popular removal vote fallback.
Full member status begins when receiving the Gang Menu. Blood Out: Leaving creates a risk of Forced Perma-Death if authorized by leaders and approved by Admins. Terms cannot force players to forget personal relationships, only gang-specific secrets.
You may join a maximum of 2 gangs in a character's lifetime. Leaving a gang triggers a 15-day cooldown before joining another. Leaving your second gang forces you to remain a solo criminal forever.
Each gang is permitted 5 Hang-arounds. They cannot access the Gang Menu and cannot participate in Gang Wars. They may defend territory and engage in local beefing.
Turf Defense: No limit to member numbers when defending home turf from active threats. Safe passage must be allowed to critical infrastructure inside turf if no alternative path exists. Neutral zones include Vanilla Unicorn and Dealerships. House robberies within your own turf are prohibited.
Max 1 Operational Alliance (fighting together). Peace treaties are unlimited. Framing other gangs via colors/EUP carries a Forced Perma-Death penalty.
Beef: Organic conflict buildup. Hang-arounds allowed, no skybox alerts. Gang War: Widespread violence tracking natural evolution. Hang-arounds are prohibited.
Requires substantial RP reason. Initiators must open an Admin RP Support Ticket. Once approved, leaders meet in-city on neutral ground (The Parley) under temporary peace. Global announcements must fire before first attacks.
Duration: Max 72 Hours. Uses an Attack/Retaliation round cycle won by Last Man Standing. Only menu-holding full members can fight. Combatants must wear colors or leave instantly. Neutral war medics (all white clothes) must not be shot.
Probation gangs last 15 days (2 strikes = Disbandment). Standard: Strike 1 (Warning), Strike 2 (2-Week Suspension: No colors, turf, or drugs), Strike 3 (Disbandment). Strikes reset after 30 clean days.
To prevent monopolies, a single whitelisted gang is strictly limited to owning a maximum of: One (1) Mechanic Shop AND One (1) Restaurant/Bar. Front operations must still function as legitimate public storefronts during standard hours. Hiring civilian staff is highly encouraged.
IX. 🚫 Disciplinary Actions
Violations of community rules result in progressive individual discipline. All actions are logged.
A formal warning and documented opportunity to correct behavior.
A temporary ban (36 hours, 72 hours, or up to 7 days) depending on severity metrics.
A ban of up to 7 days (or longer). You must successfully pass an administrative Rules Test before returning to the server.
Permanent ban from the community. You may appeal after 90 days depending on the case parameters. Community management holds rights to deviate from guidelines if cases require.
X. 📷 Appendix A: CCTV Area List
Official operational camera sectors recognized under server evidence rules.
Every room holding patient care, hallways, corridors (excluding bathrooms). SAFR coverage includes Station 7, any unused station, and outside on corners.
Outside (Front, Back, Left & Right Sides), parking areas, internal garages, lobbies, hallways, cell blocks, interrogation rooms, armories, labs, and evidence lockups.
SADOT: Front door, main gate, secondary gate, rear parking, forward road. Prison: Lobby, visitors center, booking, parking lots, rec yards, chow hall, medical room, hallways, and cell blocks.
Exterior corners near entrances, interior/exterior parking slots, registers, managers offices, prep areas, hallways, repair bays, paint booths, and parts storage.
Banks: Main entrance, perimeter, hallways, vaults. Big Bank: Upstairs/downstairs exterior entrances, staircases, lobbies, deposit rooms, offices. ATMs: Directly in front. Court House: Parking, reception, lobbies, court room, Coastal Grind Café.
XI. 🔤 Appendix B: Immersive (IC) Slang & Keybinds
New to the FiveM scene? To keep roleplay completely immersive, players use clever "In-Character" phrases to describe real-world technical actions, menus, and keyboard binds. Use these terms in-game to avoid breaking character (FailRP)!
What it means: Press a specific key on your keyboard.
Example: "Flex your E muscle" means press E to interact with an elevator, door, or third-eye target. "Flex your U muscle" might mean putting on a seatbelt.
What it means: Type a specific text command into your text chat window.
Example: Saying "I'm going to think about /me bleeds from arm" means opening the chat box (usually T) and typing that command to show text above your head.
What it means: References visual bugs, texture glitches, or local client desync where two players see different things.
Example: "In my eyes, your car hit a wall, but you look fine" means local desync occurred.
What it means: Experiencing computer lag, low frames per second (FPS), or game micro-stutters.
Example: "Sorry, I have massive headaches right now, I can barely walk" means the player's game frame rate is lagging severely.
What it means: A map texture loading failure or assets completely disappearing (falling through the map).
Example: "Stop the car, my eyes are falling out!" tells the driver to slow down so the world map chunks can finish loading.
What it means: Logging off the server, closing the game, or restarting your client to clear a broken script/bug.
Example: "My inventory is frozen, I'm going to go take a quick nap and come right back" means they are logging out and logging back in.
What it means: Being in the downed/injured state, or clicking the button to locally respawn at a hospital after bleeding out.
Example: "He fell into a deep coma, we need EMS" or "Don't go into the light yet, I'm treating you!"
What it means: Accessing a player's physical inventory UI, using a mechanic menu, or checking a driver's license metadata.
Example: A police officer saying "I'm looking at your state ID" means they are opening their civilian data menu to look at your profile.
What it means: A player's actual hardware microphone or the in-game voice chat range/settings.
Example: "Fix your vocal cords, you sound completely robotic" means adjust your microphone settings or voice chat audio toggle.
What it means: Sending a location waypoint marker or a text notification through an in-game phone or menu command.
Example: "Shoot me a ping on my GPS so I know where your business is" means send a map location marker.
What it means: A scheduled, automated infrastructure server restart.
Example: "The tsunami is hitting the coast in 10 minutes, let's wrap up this deal" means the server is about to restart.
What it means: The official Vulkan Roleplay Community Discord Server, rules page, or community website.
Example: "Check the government portal for the updated business rules or gang application guidelines."
What it means: The Server Administrators, Staff Team, or Developers.
Example: "The architects are fixing a pothole down at Legion" means developers are hot-patching an in-game map bug. "I need to pray to the gods" means making a staff report ticket.
What it means: The artificial intelligence (AI/NPC) pedestrians and drivers moving around San Andreas.
Example: "A local stole my car!" means an NPC vehicle-jacked them, as opposed to an actual player doing it.
What it means: A player utilizing clipping software (like Medal, OBS, or Shadowplay) to record video evidence.
Example: "My body cam caught the entire interaction" means the player recorded a clip for a subsequent report or rule dispute.
What it means: A player's unique server session ID number visible above their head or on user menus.
Example: "What is your passport number? I need to transfer this invoice to you" means what is your in-game ID number.
What it means: The targeting interaction key mechanic (usually holding Left Alt or right-clicking to scan an object).
Example: "Open your third eye and look at the cash register to open it" instructs a new player on how to use the target interaction system.
